[Tilesathome] low zoom tile stitching using old tiles?

To me it looks like not only that region is affected. I've found many
more tiles with the same problem so it looks more like a general problem
with captionless tiles.

I would assume that the process which extracts the captionless tiles
from the uploaded tilesets is sometimes not working or the created
captionless tiles are faulty and not accepted by the extractor.

Unfortunately, I don't know how to download captionless layer directly
to do more checks.
