[Tilesathome] low zoom tile stitching using old tiles?

There is nothing to extract.  Captionless tiles are rendered and
uploaded seperately by the clients.

It would be good to enable the captionless layer on the tah slippymap
and to include links to other available layers on the static map as
well as on the tile detail pages.
