[Tilesathome] Display problem of names - New approach

Hello,

the situation of name display for t at h map is bad and did not improve for 
some time now.

I would suggest to switch to another approach. Separate the current tiles 
dataset into a captionless dataset and into a capion dataset and render 
the caption dataset using a more generic approach. E.g. we could move the 
caption generation of some layers into the lowzoom stuff, so only one data 
set is used and the handling problem of tile switches vanishs.

This BTW would also allow supporting localized maps and other forms of 
overlays.
