This sounds like a good idea to me... I've been considering the use of
different caption layers for different languages for a bit, but, one
obstactle that I could see was that of having captions on the existing
tiles, so, it wouldn't be possible to just generate overlays, there'd need
to be captionless tiles at all zoom levels...
Another problem I can see however would be that it would likely slow down a
slippy map as the number of tiles to be fetched for a certain view would be
doubled...
Anyway, it sounds good to me :)
