[Tilesathome] construction=yes causes black tiles

I'd guess the issue is with the value... The format of the tagging that is
rendered would be

highway=construction
construction=primary

which would result in a dotted line of highway=primary style... I wonder if
it misses something out if the contruction=value is not a known style which
causes the bad render...
