[Tilesathome] construction=yes causes black tiles

True. I searched for the rule wich supports this and found it. But the used 
class 'wrong-under-construction' was not defined. So I'm attaching a 
suggestion for a patch to this mail. It works but I do not know if the used 
styles are ok.
