[Tilesathome] Large blue names are back

Hi,

I'm afraid some rules are broken again. There are many large blue names 
for quite small water areas on the map.

For an example, here is a screenshot of Berlin at z12 (available for a 
week and zoomed by 50%)

It happens on the tiles I rendered, too. I'm using or/p. As I remember 
there was a problem with such big labels and or/p a few weeks (or 
months?) ago.
