There was a bug about 6 months ago. A few weeks ago I reintroduced the
rules, since or/p had gotten minSize support in the meantime.
It might be that the size limits set for the different zoom levels
need tweaking, they are only informed guesses at what would be
appropriate from the guy that made the original algorithm.
I'll need to find some other area where this occurs though, my local
test areas work just fine, and I have neither the neccessary RAM
nor the patience to wait while inkscape opens renders of Berlin every
time I tweak some number.
