At zoom 6 there are some names "longer" than 5 degrees (mostly because the
name is written in two languages). So I think to get all such names you
would have to fetch places from at least +-3 degrees outside the current
frame.

The lowzoom parameters Spaetz used - when creating the captions last time -
had admin boarders included, to make then more prominent at small scales.
You seem not to generate those.
