Do you have an example of one those so I can check how large they are?

I'm running the default settings and it is telling in the logfiles that it is
downloading way[boundary=administrative] too.
I tested with tile (6,32,21) (that's parts of NL, BE, FR, UK) and it only 
renders captions, no borders. See attached image.

BTW: the caption does look a lot nicer. Compare it with the current tile at 
<http://tah.openstreetmap.org/Browse/details/tile/6/32/21/>
