[Tilesathome] Circumvent automatic svn checking

Generally it's a bad idea do fudge around in the svn controlled configs,
so can you describe what you're doing that requires touching general.conf?

Maybe the setting can be set in tilesAtHome.conf, or your change can
become part of the original client?
