IIRC lowzooms are generated serverside by stitching the client created
captionless z12 + "manually" created captions for the corresponding zoom
levels. Spaetz is "master" of this process.

There are different stylefiles flying around. Some captions are created
with extra boundary highlighting, some without. Not for all tiles the
"normal" captions with a halo around the text exist.

Is it possible to install some serverside generation for those lowzoom
captions? Con: I think XAPI is needed to download the place/country names.
Pro: The used style + the used fonts would be consistent.
