[WelcomeWG] new github repo

Hi all,

As I was waiting for folks to show up for our weekly meeting I did some 
useful work for the group: I created a github repository to manage the 
Welcome WG project.

Github was designed for managing code but works quite well for general 
project management. I hope this will help us to focus more on the goals 
we want to achieve.

Everything is collected in a GitHub 'Organization' I named osm-wwg:
https://github.com/osm-wwg

You will see that there is currently one project (called a repository): 
welcome-message https://github.com/osm-wwg/welcome-message

I added the welcome message we created as a gist to the project, so we 
can continue to work on it from here. 
https://github.com/osm-wwg/welcome-message/blob/master/welcome-message.md. 
You can edit the message right on the web site, or if you're a more 
advanced git user, you can fork the repository and submit a pull 
request. If you don't have a clue what that means, don't worry, you can 
participate fully just by using the web site.

Other features that come with every GitHub project and should be really 
useful:
* Wiki pages - we can use these to write up documentation and info
* Issues - we can put any tasks here and track progress on them

To join, you need a github account, so sign up if you don't already have 
one (it's free and I believe they are not evil). Go to 
https://github.com/. When you have a github user, send your github 
username to me and I will add you to the organization (I don't know of 
another way to do this..)
