As just discussed in the meeting, here is the latest change to the 
improved welcome message to be sent out to all new sign-ups.

To avoid confusion, we have been talking about two different types of 
welcome messages lately. This one is the message that everyone gets 
immediately after signing up for OSM. Then there's the welcome message 
that users would get after they made their first edit, which requires 
more work (both technical and on the process side).

Please share your thoughts about this latest version soon, so we can 
push this to the OSM web site before the next meeting.
