I think we need to make editors better at supporting the same segment
being in multiple ways. Currently, this can happen by mistake, and is
hard to fix, but where it would be useful, it can't easily be done. It
might be nice to have the segments in one road as one border of a park,
the segments of another road as another border, and a few segments that
are just part of the park, and then put them all into one way, while the
road segments are in separate ways representing their roads.

Some or even all of the "superway" requirements could be met - e.g. a
road goes over a bridge - make the road a way, and the bridge an
additional way that uses one or two of the segments of the road.

How is Potlatch at coping with the same segments in more than one way?
JOSM and the applet make it very hard to see that this is happening, and
seemingly impossible to select the second way that is on a segment.
