[OSM-dev] Borders NL

As you may know, AND donated their NL streetmap to OSM. Saterday we will do a 
testrun, converting AND data, partially replacing OSM data. (On a test 
server.)

Cross border ways may be a problem. I am splitting ways just after the NL 
border, so that we do not delete ways in Germany and Belgium. If you see a 
way with a split somewhere you didn't expect it, please do not repair it if 
it's at the Dutch border ;-)

River and coastlines may cause bigger problems. Here splits are needed too. At 
some point Zeeburg by Amsterdam was flooded because of a broken coastline.

I annexed Baarle Nassau, a piece of Belgium within the Dutch borders, come on.
