[GraphHopper] creating graphhopper road network files for ODL suite

Hi,

you need to get the exact version of GraphHopper that ODL uses and fetch
it via git. And then you should be able to just do:

./graphhopper.sh import europe_turkey.pbf

like described here:
https://github.com/graphhopper/graphhopper/blob/master/docs/core/quickstart-from-source.md
