[GraphHopper] Turn restrictions

Hi Peter,

Following the development in GraphHopper I see the merge of #158.
Does it mean we now have full support of turn restrictions?

If we use:
graph.flagEncoders=car|turnCosts=true
we will produce graphs with turn restrictions included?
