If you download OpenStreetMap data - either from OpenStreetMap directly
or from someone who distributes sub-sections of it like Geofabrik - and
if you set up your own routing software (e.g. Graphhopper) on your own
computer then you can make queries until your CPU melts ;) the data is
free, under an open license, and doesn't restrict the number of queries
you can make.
