Hi Radosław,

thanks for getting in touch.

Imports are somewhat a difficult subject in OpenStreetMap. We require
that they are discussed in advance with and approved by the community.
Has this already happened in this case? This would be a hard
requirement for doing an import tool as a GSOC project because otherwise
the success of the project is in serious danger. Basically, you should
already past step 4 in the https://wiki.openstreetmap.org/wiki/Import/Guidelines

The other thing to keep in mind is that GSOC is about writing software,
not about adding data to OpenStreetMap. So writing a tool for processing
the data so that it can be imported, would be in scope. The import
itself wouldn't be. We'd also expect that the result is somewhat
complete product. Hacking some scripts together would not be sufficient.
Ideally, you can show that you have given some thought about how the
result can be reused by the next person who wants to do a similar
project. Open source is after all not just about publishing in the open
but about sharing.
