Richard,

I think the POI is the way to go; the OSM stack doesn't differentiate between feature and geometry which makes modelling uncertainty difficult. 

Suggestion: overload the comment, fixme and description tags with whatever data you have; it gives you something to work with later on as the stack gets more sophisticated. -R
