Saw these too in Dakar. There's quite a lot of them.
I was imagining them to be like quite like town squares / piazzas, so I went with the accepted tagging approach for these: highway=pedestrian, area=yes
Maybe it's not quite right, because we see cars parked in some of them. I draw roads (highway=residential) along the edges of the area (in addition to and overlapping the area way) which means car routing will still work alright. I also used landuse=wasteland for larger outlying patches.
On a more fundamental tagging point. The screenshot Pavi gives below shows roads which seem to be unpaved. This seems to be typical throughout most of Dakar's residential areas. They should probably be mapped as highway=residential, which is what most people are doing ....but not everyone. :-/

Good insight and point for discussion. I've seen these in Dakar and
other residential areas in Senegal, first-hand. As I understand and
have seen, these spaces have a variety of functions, depending on the
context. I've seen them used as very informal pitches that
neighborhood kids used to play games of soccer, people parking their
cars, and even as spaces for neighborhood gatherings (like a public
meeting or even a funeral once), or parties.
I haven't found an appropriate tag for them yet, leave them untagged
for the moment, haven't seen anyone else tag them yet but am eager to
hear what others, especially the local mappers in Senegal, would
think. I'll forward this to talk-sn and ask them of their thoughts.
