If you want to do road work as a separate thing then that is probably
alright.  Just have a look at the task manager to see where people are
working and try to work outside of those areas as best you can to
avoid conflicts.  I frequently do road, landuse, or other large scale
work over areas covered by tasking manager jobs.  It works fine as
long as there aren't too many people doing the same as you.

One thing that helps avoid conflicts massively is to always leave a
node at every intersection along the roads you trace when you first
create them.  This way any connecting roads added later do not change
the main road they connect to since they are only referencing the
node, not adding a new one.
