[HOT] 3 weeks after #YolandaPH. New mapping needs: islands, debris, ...

Dear All,

It's 3 weeks today since typhoon Yolanda / Haiyan hit the Philippines.
So many people have been affected (14.4 million according to latest OCHA
SitRep) on such a large area, that there are still important mapping
needs, even after the wonderful mobilization of the OSM community, for
the first time in close connection with the Red Cross (and there will
likely be for the months, or even years to come, if Haiti experience is
any indication).


- A flash study (that OCHA has communicated to their partners) on
isolated islands and their possible urgent needs, based on damage photo
reports (or sometimes their noticeable absence from populated areas) for
global damage level estimate, and social medias analysis, is available,
in two parts. The report itself, with a list of 1st priority islands and
a table of islands by decreasing order of priority. The report also
includes a summary for each geographical area of interest (AOI).

For each of these AOIs, the workbook contains a list of islands,
sometimes with mapping status, number of buildings / damaged / destroyed
when available from OSM, sometimes roughly estimated from other sources.

Improving the mapping of these islands would be a way to support the
relief effort.

- When asked about priority mapping needs, Luis told us that OCHA is
looking for info about the debris cleaning process, requested for
example by the local authorities in Tacloban. Other partners may be
looking into this subject, and it could be a bit outside of the core of
OSM. Still, if someone had an idea on how to handle this in OSM, it
could be useful. This could likely be supported by the frequent
satellite images that have been taken of this area.


- Pierre will probably have more needs to describe when he comes back
from Sénégal in a few days.



Satellite images acquired within the framework of the International
Charter Space and Major Disasters are being set up to support these
mapping needs.

For example, 4 WorldView-2 images of Batbatan Island and Malalison
Island (Culasi), pre- and post-disaster, panchromatic, (that were not on
DigitalGlobe WMS) are available on OSM France WMS. Suluan Island, which
was at a very exposed location on the typhoon path, will soon be covered
in this WMS too.

Beware of offset (emergency processing). Adjust to pre-existing data and
other sources. A good opportunity to use imagery_offset_db plugin for JOSM.
