[HOT] Tasking Manager V2 launch

Hi Severin,

We now have 2 different roles:
 - "admin": user who can create projects and change other users privileges,
 - "project manager": users who can create projects.

The users who were "admins" in the V1 are now "project managers" in the V2.
Only some of us (you included) have admin rights.
