According to me, most of those should be roads.

The main difference is based on social importance of the road (also because
width is often hard to determine in dense vegetation). A way leading to a
hamlet should normally be an unclassified highway. There should also be no
"highway islands", i.e. isolated roads that aren't connected, or only
connected through paths. Though it's always possible those highway islands
are made because the imagery is too bad to follow it any further, but when
the imagery is clear enough, roads should always be connected through roads
and never through paths.
