[HOT] Worried about task 1018

My impression was that if a couple buildings are out by themselves, it
makes sense to tag them as a residential area so that these areas are
not missed by the relief agencies. More detailed explanations of how
these maps are used would definitely be helpful, as would some
guidance on distinguishing paths from dry stream beds.
