[Imports] TIGER09 data in .osm format for California?

I don't think anyone has converted the TIGER shapefiles en masse yet. Do you
need the data right now? If not, let's start talking about how we can
convert the 2010 TIGER data once it comes out. Tim Trainor (of the Census
Bureau) has mentioned several times that the 2010 data is quite a bit better
than 2009.
