[Imports] EC-JRC built-up areas (footprints; humanitarian action)

Hello Mayeul,
Similar to everyone else we wouldn't want to directly import this into
OpenStreetMap. It would be of use to compare it to data already
collected and perhaps add missing data.
I'm not sure exactly how that would work with the agreement with Bing though.
