[Imports] Austin, TX building footprint import

Hi all,

Some modest plans to do an import this afternoon or mid-week: the
datasource is the City of Austin, and license is Public Domain, as the
result of being generated by the city itself.

Since Austin is a changing city and this data was generated in 2003, this
will start off with no buildings 'validated', and we'll manually vet that
any of the data is current and correct enough to import. So, if none is, no
lame data will get imported.

My first idea is to bring in subsets into JOSM, vet them there, and upload
that way. Is there a more approved solution? The edits would also be under
a separate user, like 'city_austin_import'.

Anyone working in that area or looking at the same data?
