As a general note (you write some paragraphs about merging the
external dataset with the existing data in OSM) it would be nice to
have your importing procedure explicitly state that existing data
prevails and conflicts would ideally be resolved by survey.
You state that every single object will get a source-tag, but
generally the recommendation is to give attribution in the OSM wiki
and state the source in the changeset-comment (and in the description
page for the user you are creating for the import).
I still find it strange to prefix everything with "seamark", e.g.
landmark or harbour, objects for which there is also standard tags in
OSM (what do we gain in duplicating them in different namespaces?).
For most objects of your list I agree that the prefix seamark will
avoid potential confusion and facilitate e.g. filtering in the editor,
as they are only interesting to whom moves on the water.
Finally I'm really pleased to hear that WSV has released their data,
the situation was quite different years ago when I last looked at
their available datasets and conditions.
