[Imports] Import Assistance

Hi,

I'm working on an import for some UK postcodes.  The import has been
discussed at length on the GB-Talk mailing list, with no strong
objections[1], and I have also created an import project page describing
the process [2].  The scripts etc. are not up there yet, I'm still
finalising them at the moment and once done they'll be up there with some
sample data.

I would appreciate some feedback on what I've done so far and also some
advice on how to proceed, as I am planning on running the batch towards the
end of this month.

Since this is the first time I have tackled a bulk import, I need some
assistance on a couple of things

Firstly, how to actually execute the import, I can generate whatever XML or
other output that is required, but I need some advice as to what it should
contain, how best to batch it up, and what the best tool to use to upload
it is etc.

Secondly what sort of QA is required.  I can do some manual random QAing,
and also comparing against what is already tagged in OSM.  Not sure what
else is possible/required.
