[Imports] Source Changesets (was IBGE license statement)

Personally, I agree that source generally should belong in the changeset as
it can appear to waste space and appear superfluous in tags.
However, I understand sympathize with users still utilizing it.

For example, you cannot query changeset tags in the OSM API yet
http://lists.openstreetmap.org/pipermail/dev/2013-May/027021.html

Mappers, especially less technically advanced ones, are less motivated to
use new techniques if makes other work harder to do.
