[Imports] Import field areas in Viersen, Germany with place=locality

The names are the official names from the cadastral plan.
They are shown in walkingmaps and waking guides (particular the older ones) refer to them.
Thats why we want to import them.
In the walking maps it looks like the cartographer mentions only the names that fit in the map as long as it looks good.
Some names are more often on maps than others but that is not consistend over different maps.
We want to import all names, without that aesthetic aspect.
We have also the outlines of the places, but that would be overkill and we don´t want to import them since they have mostly no visual analogy.
In all walking maps these places are allways marked only by their name. That are names like "Three oaks" "Pine Hill" and something like that.
These are all places without a road (in terms of address, a track or path doesn´t count). When a road is build to that place, then the road normally gets that name (or with the addition "road") and the "locality" name disappears.
