[Imports] Import data from ARD-Saint-Louis, Senegal

Hi all,

After meeting Agence Régionale de Développement (ARD) de Saint-Louis (STL),
Sénégal, at the begining of the year, during a HOT field mission, they have
released some administrative data in the region.
To import these datas in OSM, I've written a Wiki page.

Is there any specialist who can check this?
I don't really know the process to valid an import in this mailing list.
