[Imports] Import data from ARD-Saint-Louis, Senegal

Hi!

I've sent an email 4 days ago about an import in Saint-Louis, Senegal.

I'm not used to this mailing list and don't know the response time and the
way to exchange...this is just a reminder, in case of my email has been
unnoticed!

All the import is explained on this WikiPage :

there is any question, I stand ready.
This is about the 18 rural communities of Saint-Louis region, Senegal, and
their admin center. Data has been released by ARD-STL (Agence Régionale de
Développement - Saint-Louis). This is great and I'd like to begin as soon
as possible.
