Some questions:

Are you going to use any specific software for the import?

I've opened the rios.shp and hidrografiaInter.shp files, and many
waterways lack any tag, while some have the name. What will be the
tagging schema, for instance to differenciate rivers, streams and
river basins? You should also document the rest of the tags you
propose, like the source tags, and when waterways go underground, for
example.

Waterways from the dataset aren't adjusted to the objects of the OSM
database. How will you adjust this offset? (it's sometimes 40-50
meters compared against Bing imagery, for example).

How will be the import process itself? As for what I see from the
data, I think it can't be imported automatically. So how will be the
detailed workflow of it, and how will you solve the different issues?
Very important here will be how you propose to merge that data with
the existing objects in the OSM database, not only with the water
related ones (like Rio Tieté river basin), but also when the river
goes under roads/streets that haven't been tagged with the
bridge+layer tags yet.

You should also clearly document the changeset tagging for the import,
and the reverse plan, in case something goes wrong.
