I didn't mention a time frame and I doubt anybody would commit to one
right now, so just consider that as extra information. Explicit
permission is naturally ok.

IMHO French is completely fine as a language to document the permission
in. While I would like to say that using the local language is always
OK, from a practical pov it has to be in something a larger part of the
community has a fighting chance of reviewing it in and not just via
google translate, so I would limit that to the major European languages
right now. We (as in OSMF) don't have any kind of store for original
documents at this point of time, so uploading a copy to the wiki and
linking to it from the import page,

I'm not about to get involved in discussion on specific imports (I
suppose I just did :-)), there is however a large body of experience in
importing public transport stops and I would suggest that you talk to
those people too (for example
