Hi Benjamin,
That is a Natural resources and mines dataset and that permission doesn't
look to be enough for it to be used in OSM.
A whole-of-government permission request is intended to be sought from the
QLD Govt CIO for the open data portal. The last update to the talk-au
thread on this request is below for your reference. You might wish to take
the discussion up in that list until your import is ready for this lists'
recipients review / discussion.
The context for my reference to the new CIO is that he resided over the
South Australian government whole-of-government approval for their open
data portal.
