Nothing is necessary in osm, so this statement is not helpful.

Welcome to osm! ;) Almost every tag is "only on some".

However, if I understand right, the biggest argument against automatic
deletion **of tags which the community generally agrees are
unwanted**, has been the need to avoid having too many bot changesets
obscuring the detail of manual edit history etc. I believe that most
people would be OK with you deleting those 4 tags from objects **that
you are editing for other reasons anyway**. In other words, if you are
adding "addr:housenumber" to a node, it may be OK to delete
"addr:country" from THAT node in the same edit. I'm sure I'll be
corrected if that's controversial.
