[Imports] Importing Indianapolis GIS data

I am a GIS professional working for the City of Indianapolis.  I was
interested in importing some of our GIS data into OSM, and I've
researched the requirements process.

Although the City of Indianapolis is giving away a lot of data for
free, their license agreement requires that any data derived from it
must acknowledge the City of Indianapolis.  (Partial screenshot
showing actual license is attached.)  From my understanding of the
Open Database License, this makes the Indianapolis data ineligible for
being imported into OSM.  Is this correct?
