[Imports] SPAM-LOW: Importing Indianapolis GIS data

Mark,

Please first refer to your state public records laws to find out what is 
and isn't required regarding distribution of public records in your 
state. The City can demand a lot of things, but if it doesn't line up 
with state public records law, its meaningless. Many county and and 
municipal governments around the country place more restrictions on data 
than what state law allows, and its illegal - they just don't realize it 
because they haven't been called out on it.
