[Imports] Uganda Bureau of Statistics educational facilities import

Forgot to say: "Prim." and "Sec." have to be corrected to "Primary" and
"Secondary". That is explained in detail in the workflow wiki. You will
find 1 in each 10 schools that need to be corrected manually. The
majority of them have been corrected through scripting, but it can't be
done with all of them.
If the current solution on how to deal with schools with uncomplete name
(like "Primary School"), we can change the script accordingly, and
generate a new final file.
