[Imports] Madrid museums manual import

Hi,

We are planning to manually import museums and museums information from
the Madrid city council open data portal using a Tasks Manager project.

In Madrid there are 55 museums already in OSM. The dataset from the city
council contains 67.

This dataset contains useful information like: name, description,
opening hours, if it is accessible with a wheelchair or not, address,
phone, email and url.

The open data license used by the Madrid city council compatibility with
the ODbL was already discussed in this list [1] and in the talk-es list.

This manual import process has been discussed in the talk-es list and
there are no more comments.
