>* source tag belongs on the changeset and not on the nodes.

If that's enough to credit the source, then so be it. They can be removed. This is just the way I've seen the tag used previously.

>* ref tag seems to be a non-verifiable proprietary ID that should not be added to OSM.

The actual, physical tree might not have a stamp/tag attached. This tag would be used to match the same trees if the City of Ottawa decides to update their dataset.

If that's not the proper use of the tag, it can be removed.

>* dbh is an undocumented tag

My only argument against this is that DBH is a very commonly used measurement in botany.

And with the nature of how the conversion to circumference would work (Pi being an irrational number), how many decimal places would be necessary and/or too much?

>* operator for trees is somewhat questionable

The City of Ottawa are the ones who planted and maintain (and own?) the trees. This tag was to distinguish these from privately own trees, for example.

Again, if this is improper it can be removed.

>* how did you determine the values of the other tags
If you are talking about the genus and species/Latin names. I used the English name (Sugar Maple) of the species to look up the Latin names (Acer saccharum)

>* how do you ensure the trees to be imported are compatible with the existing data (i.e. no trees in the water, within buildings etc.)?
I suppose a visual reference with aerial photography when actually adding the data
