[Imports] Wisconsin Multi-County Building Footprints

It looks like only 5 of the counties have both useful fields and values in
those fields. The import wiki page has been updated to detail the
particulars of each.

The remaining counties are essentially "shape-only", with the data stripped
out, or additional fields simply not present.
