[Imports] minvskaddress import - addresses in slovakia

If you're doing everything by hand, then this isn't really an import,
right? It's a new mapping aide. So good luck and happy mapping.

Of course people here can advise on how to handle large government
dataset, and how to merge them, and what to look out for. So discussion
here might be beneficial to you.
