Note my comment was not giving an opinion on what is the correct tagging 
here, it was about the possibility that an automated edits might 
replace one opening hours specification referring to one service (like 
the fuel station shop) with another for another service (that of the 24 
hour automated service).

No matter what you consider to be the correct tagging replacing opening 
hours this way would be incorrect because you would delete correct and 
useful information (i.e. that of the fuel station shop).
