I would normally say "why not make a MapRoulette task that presents the
missing admin centre cases and asks people to fix them, perhaps with a
suggestion on what it could be", but sadly, experience has shown that
many people cannot use MapRoulette responsibly, and will simply click
through edits without thinking like they click through EULAs ;)
