The data as you say is collected from various sources. Looking at the forms, it seem that outbounds were not traced by hand but either by some computer tool that interpret pixels. If you look around building
We dont know how the producer proceeded to trace buildings outlindes from imagery.
Bing offers good quality image for the area but probably less recent then the imagery used to trace the buildings as provided in the file. The outbounds in the Import File that you provided on Github are often imprecise, do not fit closely with what we observe on Bing Imagery (ie. angles where we dont see any, smaller size, etc). And this not only where trees obscure part of buildings. From Bing, we observe in general orthogonal angles (ie. closed to 90 degrees). But this is often not the case in the Import file.

The source data for this import is not AI derived - the state GIS office (VGIN) collects datasets from each city/county in Virginia, then processes them into a statewide dataset that is released (with a OSM compatible license) on a quarterly basis.
Was there a particular area in the full or sample OSM files that looked bad?

I'd like to propose an import of GIS data for Portsmouth, Virginia. The source data is provided by the State of Virginia via the Virginia Geographic Information Network (VGIN) under a compatible license for import. There’s around 49,000 buildings, most of which include an address and building type. This import has been discussed on the OSM Slack Virginia channel with pre-review of the available sample data and I anticipate local mapper support with the import process. Conflation with existing OSM data will happen during the import.
